A Fayetteville man on Monday pleaded guilty to second-degree rape and other charges related to a cold-case sexual assault dating to Sept. 25, 1992, according to the Fayetteville Police Department.
Roy Junior Proctor, 46, received two sentences of 40 years apiece to run concurrently in the “3 Horsemen” assault case, according to a news release.
In addition to second-degree rape, Proctor pleaded guilty to second-degree sex offense; second-degree kidnapping; common law robbery; and assault with a deadly weapon with the intent to kill, the release said.
Investigators say the victim was cleaning the offices at Lafayette Memorial Park, 2301 Ramsey St., when she was knocked unconscious and driven to a wooded area in Harnett County. There, she was brutally beaten and sexually assaulted, according to the news release.
The victim’s vehicle was later discovered at the cemetery with “3 Horsemen” spray-painted across the hood, the release said.
The case received widespread attention in 1992, but no suspect was ever identified. Because of advances in DNA testing, however, the sexual assault kit was resubmitted to the N.C. State Crime Lab in 2006. The DNA profile was uploaded to the FBI’s Combined DNA Index System, but no matches resulted, the release said.
After receiving a grant from the Bureau of Justice Assistance in 2015, the Fayetteville Police Department created a Cold Case Sexual Assault Unit and the 1992 case was reopened in 2015.
In October 2020, Fayetteville police were notified by the State Crime Lab of a DNA match in the case to Proctor.
Proctor was arrested and held at the Cumberland County Detention Center on a $1.01 million secured bond, the release said.
