Annexations and stormwater fixes on docket for Hope Mills board

HOPE MILLS — The town Board of Commissioners on Monday will hold a public hearing on an annexation request for 1.98 acres of property at 7163 Rockfish Road.

The town received an annexation petition from Elcan and Associates Inc. on behalf of Petromarts LLC. The request is for a contiguous annexation of property in the commercial district and zoned for planned retail.

According to a memo to interim Town Manager Chancer McLaughlin, the property is adjacent to other commercially zoned properties, including a shopping center that houses Cape Fear Valley Primary Care, a Brazilian Jiu-Jitsu academy and a pharmacy.

The town’s inning staff recommends approval of the annexation.

The board will meet at 7 p.m. Monday at Town Hall. Anyone who wishes to speak for or against the annexation should sign up with the town clerk 15 minutes before the start of the meeting. Each speaker is asked to limit comments to three minutes.

A notable item on the board’s consent agenda is consideration of authorizing $73,200 to the John R. McAdams Co. to facilitate the Woodland Hills project.

According to a memo from Don Sisko, the town’s public works director, town administrators have been working with McAdams to evaluate the failing stormwater system in the Woodland Hills subdivision. An analysis is complete, and the department is ready to move forward with repair, replacement, and resurfacing of the infrastructure.

The repairs were included in the town budget. Items on the consent agenda are routine and expected to pass without discussion.

Under old business, the board will consider the parks and recreation staff’s special events calendar for input and approval. The calendar is for 2023-24.

Lastly, under new business, the board will consider setting a date for a public hearing on a contiguous annexation. The property is 32.44 acres on Muscat Road and is part of Sheffield Farms. The town has accepted the petition, and the clerk has found the request to be in order.

The proposed date for a hearing is 7 p.m. Aug. 21.
